CER: Need more weak enemies with Afflictions, so Jigglypuff!

For The Life of Me, I couldn't find anything else.
I want to play a low powered Dungeon Fantasy game, but I need some weak enemies. Let's make something unusual. I don't do this often, but let's make something with an affliction!

Edit: I mispriced affliction. I forgot that it was supposed to be 1/5 the value!
Jigglypuff is a Pokémon. One of her signature abilities is her song that puts people to sleep. Her trademark property is high levels of survivability due to HP. HP kinda has a different meaning in GURPS than Pokémon though, as it somewhat represents bulkiness and mass. Her actual attack power is somewhat lacking though.
So, let's put this together:
  • Relatively little damage capability
  • A hearing-based sleep affliction
  • Able to absorb a lot of damage
  • Feeling 3 points is lackluster, I want to throw in Fairy Voice, another sound based attack, that if heard, always hits.
Now, sleep and an auto-hit attack are both heavy investments pointwise, and trying to give her a property of high damage absorption at the same time might be tricky, while still keeping it a low level encounter, but we can try. I will bring back my template from a previous post and shoot for 15 to 25 points. A very tall order.

Sleep is just such a tremendous affliction, this is impossible. Let's just go with trying to keep it down though.

I remember that Jigglypuff is pretty susceptible to flattery, so let's move the will down a bit, and add the rest to HP.

We got CER 52 now. Too strong for perhaps one person, but an experienced delver team might be able to handle it.

When this Pokémon sings, it never pauses to breathe. If it is in a battle against an opponent that does not easily fall asleep, Jigglypuff cannot breathe, endangering its life.

Sing: Jigglypuff may sing. Everyone (friend or foe alike, besides Jigglypuff) within 4 yards of Jigglypuff who hears the song must roll against HT. Failure causes immediate unconsciousness
Fairy Voice: Jigglypuff may sing. Every foe within 4 yards who hears it takes 1 HP of damage. This is cosmic irresistible damage.
Traits: Obsession (Singing), Jealousy, Trickster, One Way Fluency (Understands Spoken Common; Speech is unintelligible)
Skills: Brawling-12, Singing-15, Artist(Body Art)-10

Susceptible to flattery, but easily angered. Before each encounter, the GM should roll 3d and compare to 6. If the value is 6 or less. This Jigglypuff is carrying a magical wand of Penetrating Voice. This wand has a peculiar fluffy material at one end, and a writing nib at the other. While held, one can sacrifice one FP to achieve penetrating voice. It is about $1,100. In the case a Jigglypuff is holding such a wand, the roll to resist its song is now HT-3. In all cases, Jigglypuff is generally docile unless ignored, and will not down unconscious opponents, instead electing to draw grafitti on their bodies. This is very difficult to wash off, and might take 2 hours of scrubbing. Until washed, NPCs react at -1.

Other Notes

This is the third time I have corrected this. I was right the first time. Sleeping is a very powerful affliction. So I guess, it isn't meant to be trifled with.
