Mechanics
Silver Tongue gives a target the Voice advantage.
It's a simple buff spell, where we give someone a 9 point version of Voice with the mana-sensitive limitation. The ability then looks like this:
Silver Tongue (+110%): Affliction 1(HT; No Signature, +20%; Sorcery -15%; Advantage, Voice +90%; Increased 1/2D, 10x, +15%; Fixed Duration, 3 Minutes, +0%) [21]
This ability, turned into a full write-up, would look like this:

Casting Roll: None, use Innate Attack (Gaze) to aim.

The subject acquires all the advantages of Voice. If the target already had voice, then this does nothing.

Other Notes
A cheaper version of the same advantage that only works on oneself might be only 9 points, and just be Voice with the Sorcery power limitation. Increasing the duration might be a good idea as well. In either case, extending the duration to 9 minutes would be +2 points, to a half an hour would be +4 points, and to 90 minutes would be +6 points. I often skimp on the No Signature modifier, but here it seems especially appropriate.
